Technical Project Manager / Delivery Manager
Gets the build delivered: the plan, the dependencies, the client or stakeholder conversation, and the week where it all slips.
Who to hire
The shape of person who does this job well — and whether you should be hiring it at all yet.
The seat that defines an agency and is optional in a product company. In contracted work somebody has to own scope, schedule and the client relationship simultaneously, and engineers should not — it costs them the deep work the project is paying for. In a product company this overlaps the engineering manager and the product manager, and three of those roles for one team is two too many.
Education
Any. Technical literacy deep enough to challenge an estimate is what separates a delivery manager from a scheduler.
Experience
4+ years delivering software with dependencies they did not control. Ask about a project that slipped, when they told the client, and what the client said.
Vertical / domain experience
Agency and enterprise delivery differ sharply: one is governed by a statement of work, the other by an internal steering committee. Both are their own skill.
What it pays, roughly
$138,674 median, Canada — for Managers in engineering, architecture, science and information systems, the closest occupation Statistics Canada actually measures, measured from $130,125 to $149,323 over 127,400 people. That occupation is broader than this role, so read it as an anchor, not a salary band — and note that a startup usually pays below it in cash and above it in equity.
Credentials and certifications
What exists, who issues it, and whether it means anything for this seat. A credential is evidence of a floor, never of judgment — and in a few of these roles it is a legal requirement rather than a nice-to-have.
| Credential | Issued by | When it matters | Skiploma |
|---|---|---|---|
| PMP — Project Management Professional | Project Management Institute | Strong signal in enterprise and public-sector delivery, mild in startups, and sometimes a bid requirement. | Study |
| CSM / PSM | Scrum Alliance / Scrum.org | Common vocabulary for iterative delivery; two days of training, not evidence of delivery. | Study |
| PRINCE2 | PeopleCert | Expected on UK and Commonwealth public-sector work. | Study |
What this role does at each stage
The same title means three different jobs depending on how much money is in the bank. Read the stage you are at, then read the next one — that is what you are hiring toward.
The founder, with one list everyone can see.
Still the founder or the CTO in a product company; in an agency, the first or second hire after the engineers.
A delivery function in agency work; in a product company, usually folded into engineering management.
Can one person hold this and something else?
The whole point of the many-hats problem: which of these jobs merge safely into one person, and which merges quietly cost you money or control.
Merges well with
- Engineering Manager / Development Manager
- Product Manager (Product & design)
- Business Analyst / Systems Analyst
- Program Manager (Operations)
Delivery manager and engineering manager merge in a product company; delivery manager and account manager merge in a small agency, with the usual warning that the client relationship will beat the schedule every time.
Keep separate from
No conflict. Keep estimating with the people who will do the work, not with the person carrying the deadline.
Reading a candidate
What good looks like in an hour, and what should stop the process.
Good signals
- Surfaces bad news early
- Produces a plan with named owners
- Knows what the contract says
Red flags
- Status reports with no decisions
- Agrees to scope in a meeting without writing it down
- Protects the plan rather than the outcome
The same role in three kinds of company
This job changes shape depending on who is paying for it. An agency sells the hours, a contract shop delivers into someone else's estate, and a product company is building something it keeps — and the same title means something different in each.
In an agency
This is the agency’s margin: scope creep unmanaged is profit given away, and the delivery manager is the only person positioned to catch it.
On a client contract
On contract, the statement of work is the product. Change requests in writing, every time, however small — the small ones are what sink a fixed-price build.
In a product company
In a product company, ask hard whether this is a third coordinator on a team that already has a product manager and an engineering manager.
