Education
Any degree; technical or domain degrees help in technical or regulated products. The craft is not taught academically in any way that transfers.
Experience
3+ years for a first PM, 6+ for a senior one. Evidence of a decision they made that was wrong, and how they found out, is worth more than a list of shipped features.
Vertical / domain experience
This is the role where domain experience most often beats pedigree. In workflow software for a profession — payroll, immigration, clinical, construction — a former practitioner who learned product will outperform a product person learning the domain, because the detail is where the product lives.

That occupation is broader than this role, so read it as an anchor, not a salary band — and note that a startup usually pays below it in cash and above it in equity.

What this role does at each stage
The same title means three different jobs depending on how much money is in the bank. Read the stage you are at, then read the next one — that is what you are hiring toward.
The founder, and no process. Write down what you decided not to build and why; that document is the product strategy.
First PM hire, usually after the third engineer. Their first job is not a roadmap, it is a decision log and a way of talking to customers that does not need the founder in the room.
Two or three PMs with real areas, a roadmap with stated bets, and someone owning the unglamorous lifecycle work — migrations, deprecations, the long tail.
Can one person hold this and something else?
The whole point of the many-hats problem: which of these jobs merge safely into one person, and which merges quietly cost you money or control.

PM + founder is the default and works until the founder's calendar breaks. PM + product marketing is a strong merge in B2B: the person who decides what to build explains why it matters. PM + engineering lead in one person is viable only with a very small team.
Keep separate from
An engineer who also owns the priority list will build what is interesting, and nobody in the room is arguing for the customer.
Reading a candidate
What good looks like in an hour, and what should stop the process.
Good signals
- Talks to customers unprompted and has notes
- Can say what they chose not to build last quarter
- Writes specifications short enough that engineers read them
Red flags
- Roadmap is a list of features with dates and no outcomes
- Has never shipped something that failed
- Cannot make a decision without a committee
