Chief Learning Officer
Owns how people get better at the job: onboarding, training, certification, and the skills the company will need next year.
CLO is shared with Chief Legal Officer. In a company with both, use the full title.
Who to hire
The shape of person who does this job well — and whether you should be hiring it at all yet.
A seat where capability is the constraint — a trade business that must produce its own journeypersons, a professional firm whose billing rate depends on skill, a company whose compliance obligations include training records. Often reports into the Chief Knowledge Officer where both exist, or into the CHRO where they do not.
Education
Education, instructional design, organisational development or a trade background with a teaching bent. Instructional design is a real discipline; a subject expert who cannot teach is not a substitute.
Experience
7+ years building programmes with measured outcomes, not attendance. Ask what someone could do after the training that they could not before, and how that was checked.
Vertical / domain experience
Matters where the training is regulated — safety, financial advice, clinical practice, aviation — because there the records are evidence and the curriculum is prescribed.
What it pays, roughly
$117,333 median, Canada — for Managers in education, the closest occupation Statistics Canada actually measures, measured from $115,003 to $117,333 over 47,525 people. That occupation is broader than this role, so read it as an anchor, not a salary band — and note that a startup usually pays below it in cash and above it in equity.
Credentials and certifications
What exists, who issues it, and whether it means anything for this seat. A credential is evidence of a floor, never of judgment — and in a few of these roles it is a legal requirement rather than a nice-to-have.
| Credential | Issued by | When it matters |
|---|---|---|
| CPTD — Certified Professional in Talent Development | Association for Talent Development | The recognised credential in the field. |
| CIPD qualifications | Chartered Institute of Personnel and Development | The UK people-development body; widely recognised internationally. |
| Apprenticeship and trade instruction credentials | Provincial apprenticeship authorities | Where the company trains its own tradespeople, the trainer’s own ticket is the credential that counts. |
What this role does at each stage
The same title means three different jobs depending on how much money is in the bank. Read the stage you are at, then read the next one — that is what you are hiring toward.
The founder, by doing the work beside the new person.
A written onboarding path and one person who owns it — usually in people operations.
A seat where training is regulated, where the trade requires apprenticeships, or where capability is the thing limiting growth.
Who it sits beside
A specialist seat is defined as much by the seats around it as by its own work — which hat it reports through, which one asks the adjacent question, and which one it must stay independent of.
Pairs with the Chief Knowledge Officer — knowledge is what the company knows, learning is how it gets into people — and reports into the CHRO where no CKO exists.
Can one person hold this and something else?
The whole point of the many-hats problem: which of these jobs merge safely into one person, and which merges quietly cost you money or control.
Merges well with
Learning merges into people operations in most companies, and into the knowledge seat in professional services.
Keep separate from
No conflict. Keep the person who certifies competence separate from the person under pressure to deploy that person billably.
Reading a candidate
What good looks like in an hour, and what should stop the process.
Good signals
- Measures capability after the course, not attendance
- Builds for the job rather than for the catalogue
- Knows which training is legally required
Red flags
- Buys a content library and calls it a programme
- Completion rates as the headline metric
- No link between training and the work
