HR Experience Specialist
The human on the other end of an employment process — getting a person hired, onboarded, paid and answered, correctly and in their own jurisdiction.

Education
No degree requirement; HR, administration or languages are common. Written clarity in the employee's own language matters more than credentials.
Experience
1–4 years. The capability to test for is procedural reliability — the same checklist completed identically the fortieth time — plus the judgment to escalate rather than improvise on anything legal.
Vertical / domain experience
Jurisdiction, again, rather than industry: which employment standards, what notice, which statutory benefits, what a payslip must show. Someone who has done onboarding in the countries you hire in is worth a premium.

What this role does at each stage
The same title means three different jobs depending on how much money is in the bank. Read the stage you are at, then read the next one — that is what you are hiring toward.
Does not exist. The founder sends the contract and the laptop.
A part-time or shared hire once there are ten or so employees, or earlier across borders. Deliverable: an onboarding checklist that works without the founder.
Several, often regional, because the work is local — and this is the function that quietly determines whether a new hire is productive in week one or week five.
Can one person hold this and something else?
The whole point of the many-hats problem: which of these jobs merge safely into one person, and which merges quietly cost you money or control.

Onboarding, payroll administration and employee support are routinely one person under 50 employees, and that is a sensible merge — one owner means one source of truth about who started when. Split payroll approval out before the payroll is large.
Keep separate from
Do not put employee relations investigations with routine HR administration in the same junior seat; escalate those to the CHRO or outside counsel.
